Gov’t told to stop blaming El Niño for power, water shortages

MANILA, Philippines—A day after a state of calamity was declared in Mindanao due to long brownouts in the region, environmentalists said the Arroyo government should not blame El Niño, a periodically recurrent phenomenon, for causing the power and water shortages. In a statement on Saturday, Archie Orillosa of the Advocates of Science and Technology for the People (AGHAM), said the Arroyo government and the National Grid Corp. (NGCP) should have prepared for the coming of the El Niño phenomenon.

Appellate court stops NTC from implementing per-pulse phone billing

MANILA, Philippines—For violating the rights of telecommunication companies, the Court of Appeals stopped the National Telecommunications Commission (NTC) from implementing the per-pulse billing system in mobile phones.
