03/13/2010 An energy crisis in the country triggered by a severe drought deepened yesterday as Metro Manila endured another round of rolling blackouts. Special powers again?

FRONTLINE 03/02/2010 There is a call for Gloria Arroyo to declare a state of emergency and get from Congress special powers to resolve the power problem, which is now hitting Metro Manila, as residents are experiencing rotating brownouts. It has often made me wonder how special powers granted to a president — no matter which president — can help that president — in this case, Gloria — resolve the power crisis, especially now that she has about three more months to the end of her term in Malacañang. Just how does one solve the power crisis through special powers?

My goodness

NO HOLDS BARRED 03/02/2010 Talk remains rife about Joseph Estrada backing out of the presidential race 70 days before elections, and this is an indication of how well Manny Villar’s PR men are paid. They not only continuously spread rumors about their wannabes’ “enemies,” they make sure their manufactured chismis stays in the ambit of public consciousness. By PR men I don’t just mean those directly employed by the Villar camp, but the coterie of media professionals benefiting from his largess.

NFA sugar infusion mere palliative — Binay

01/29/2010 Makati City Mayor and United Opposition (UNO) Vice Presidential candidate Jejomar Binay yesterday described Malacañang’s infusion of 150,000 kilos of sugar to Metro Manila as a palliative solution, likening it “to a spoonful of sugar that will not make the shortage go away.” “The region needs a cup of sugar and the Palace gives it a granule, and it rubs salt to the wound by loudly announcing its move,“ Binay said At one kilo per family, only 150,000 families will theoretically benefit from the Palace’s “fake sugar rush,” Binay said.

Scenarios unforeseen by Constitution framers

01/27/2010 The people of a nation whose Constitution is undergoing revision expect their Constitution-revisers to be capable of visualizing every conceivable challenge to the meaning and intent of their country’s basic law. After all, there are many men and women involved in the exercise and they are given ample time to perform their mandated duties. But people who draft or revise Constitutions are not omniscient and they have shown themselves to be incapable of anticipating every possible problem regarding the interpretation or applicability of a Constitution.
