MANILA, Philippines?In June 2004, Gloria Macapagal-Arroyo, with the Bible in her hand, took her oath of office as President of the Philippines for a term of six years. After a period of indecision, she neatly won easy acquittal from her cohorts in the House of Representatives that allowed her to serve her office for the term prescribed by the Constitution.
