MR. EXPOSE 01/15/2010 Not content with having appointed 14 Supreme Court justices, GMA now wants to appoint a 15th and also a new chief justice even before a vacancy occurs and without a Judicial and Bar Council (JBC) nomination. The Philippine Bar Association in an open letter to the JBC called this move an unconstitutional act. Executive Secretary Eduardo Ermita said the President plans to make the appointment. Surprisingly, Senate President Juan Ponce Enrile and QC Rep. Matias Defensor, chairman of the House committee on justice, have come out to say that GMA can appoint even without JBC action.
