Judges can buy arms for defense

The Supreme Court has allowed judges in the Philippines to buy guns for self-protection, following a rash of attacks on members of the judiciary. The judges will be provided with interest-free loans to purchase the guns. Judges will be able to borrow up to 50,000 pesos and can pay it back in 36 monthly payments or forfeit the gun, according to the guidelines released here. Qualifying judges cannot be more than 67, nor be under any disciplinary suspension. The guidelines do not authorize judges to carry firearms outside their homes but an agreement with the police in 2005 makes it easier for them to get permits to carry firearms, especially if they are receiving death threats. Supreme Court Chief Justice Reynato Puno has previously called for the arming of the judges for their own protection, even as he ordered improved security measures. Fifteen judges have been killed since 1999, many by assassins who were apparently targeting them for their handling of controversial cases.
