Shut down all diploma mills

Lim gave the order late last month after receiving numerous complaints from embassies about the proliferation of forged documents submitted by visa applicants, including bank certificates, school records and police clearances. He warned he would not renew the applications for business permit of establishments that have been harboring or renting out space to these diploma mills.
The avenue has also been dubbed Recto University because anyone can get a fake college diploma or transcript of records of the university or school of his choice from establishments in the area.
