Palawan gov faces graft rap

The Office of the Ombudsman has filed graft charges against Palawan Governor Joel Reyes and a provincial mining executive for allegedly violating the small-scale mining law.

Acting Ombudsman and Overall Deputy Ombudsman Orlando C. Casimiro found probable cause to indict Reyes and Andronico J. Baguyo, technical secretariat of the Provincial Mining Regulatory Board, for supposedly allowing a small-scale mining firm to extract mineral ores twice the volume approved in its two-year permit.

Reyes, spokesman of the League of Provinces of the Philippines, and Baguyo are facing two counts of graft, Casimiro said. The graft charges stemmed from a complaint filed by Fernando Santos on behalf of environmental group Katipunan Para sa Kalikasan in August 2006. Santos accused the two officials of extending the mining permit of Platinum Group Metals Corp.

(PGMC) for two years more, beginning April 2006, despite violations of the provisions of the permit. Santos said PGMC shipped for two years 282,729 metric tons of ores valued at roughly P545 million, contrary to the mining law. Meanwhile, priests led in the protest against two mining firms in the province.
