Senate President Manuel Villar has questioned why the proposed purchase of two helicopters by the Office of the President already identified the brand of the helicopters. Sen. Panfilo Lacson asked why the President should buy two eight-seater helicopters when President Gloria Arroyo and her husband, Jose Miguel Arroyo, could be accommodated in only one helicopter.
The proposed 2008 budget of the Office of the President contains P1.268 billion for the purchase of the two Bell helicopters at P634 million each. Villar said that even if the purchase of new helicopters is justified, the specification of the brand remains questionable.
That means negotiations for the purchase had already been concluded, he said.
